    Sorry, but I have to disagree with you.  If you have decent manuals available on line, a good programmer/analyst can easily learn it.  I've been programming since 1963, and if a system has a manual, I can learn it on my own.  Since I left college in '68, I've had no formal training. Just get me a manual and turn me loose.  I've done everything from solo designs of systems for small businesses to working on major applications in healthcare and manufacturing.
