XenApp, why not use 25 vCPU and 124GB or RAM?

I am a contractor working a client site. They have XenApp servers with 25 vCPU and 124GB of RAM. I know this is not a good idea. The client thinks they need it as the Python scripts behind this application can take days to complete but it is not CPU bound. I haven't seen any of these servers use more than 8GB of RAM and the CPU activity is limited to 1 or 2 vCPU at a time. I have been unable to find any documentation on this kind of setup as nobody else does anything as "unusual" as this. I would love to see some links to some documentation that addresses this hardware setup in a way this user community might understand.

Software/Hardware used:
Windows 2012, maximum hardware, XenApp 7.6
