Does Windows Server 2003 have built in ping/monitoring capabilities to alert us if a server goes down? If so how can we set this up?

The server OS itself does not. You will need a separate host/service monitoring system. Microsoft has Systems Center Operations Manager that will do this. There are many other system monitoring solutions out there and you can find many good suggestions on ITKE by searching for “server monitoring” or “monitor network”.

    You could try these links. I used Alert Ping for about a year. I really wanted one that would SMS text us, but I didn't want to go through to hassle of setting up a SMS server. http://www.brendangregg.com/ping_scripts.html A little change to the scripts, and you could do just about anything you wanted. http://alert-ping.software.informer.com/2.7/
