Windows 7 desktop monitor does not go off

My desktop is still running on Windows 7. The power scheme is always on but the monitor is supposed to go off. But here's the thing: Sometimes it stays on, other times it goes off. Why is it not turning off all the time?

    Regardless, are any USB devices active? Some systems have "internal" USB devices, so that can include ones that are inside the case. You'll need to check Device Manager to be sure.

    There are USB mouse devices for example that apparently send regular signals even when you aren't actually using them. It's possible that other USB devices might act similarly, so test with USB devices (keyboard, mouse, other) inactive before trying other possibilities.
