So I was poking around Windows 10 TaskManager yesterday and I saw these strange apps that seem to be running most of the time. One of them is Microsoft.Photos and another is SkypeHost. I don't use any of these - why are they running?

Probably some kind of service(s) is running in background on the system. To check this, open msconfig.exe (on Search bar, just type the name) & click Startup tab and check what startup items are there. There are checkboxes for each item. You can uncheck whatever is not necessary specially locate the names or same name like of the applications that you mentioned.

They are part of Windows background apps. It's supposed to make things more user friendly. The Skype is tied to Office apps and the Photos is just another app for cataloging your images. Windows is just forcing their products on us against our will. I don't use either of them. If you don't plan on using them you can disable them like Subhendu described

Microsoft, when they purchased Skype and are using it for Video Conferencing decided that it would be an install through the patches that they issue and it would be something that would load on startup. Microsoft Photo's is the replacement for Paint which is going away I tried to uninstall Skype, and it reinstalls itself. I am not sure when paint is actually going away.but it has shown up in some of the Microsoft Forums.

Moreover, you can check the system with an antivirus for make sure this is not happening for virus activities. If there is an antivirus installed, update it first and then run for scan. For free to use you can try MWAV for scan the system.
