A lot has to to with a combination of hardware specs and software you are running. Your specs may meet the low end of what Win10 requires. The lower the specs the slower. Adding more memory is always a good idea. You may have background apps like Firewalls, antivirus, streaming music and many other programs that have jobs running you never see and these eat away at your available memory and slows thing down. If you are referring to slow speed when using the internet that all depends on you ISP bandwidth and whether you connect via wi-fi or data cable.   Here is a site with some tips for speeding up your internet. Speed up you internet on Win10

Have you updated the system recently? Is there antivirus installed already? Hope so, you can check the settings of the installed antivirus. Open Task manager then select the Startup tab and then sort out the items according to their Startup impact rating. You can disable all those that is not related to Microsoft services/ system services, except for the crucial security software installed. You can link here for a good help from Microsoft: https://support.microsoft.com/en-in/help/4002019/windows-10-improve-pc-performance

Found an old link you might want to take a look at. I believe you speed issue is due to the processor. The only CORE 2 CPUs I found were in the low end or mid to low end category. The site below ranks CPU's by category and performance

I have Windows 10 on a Dell Vostro 1520 with SSD hard drive, 4GB RAM, NVIDIA GeForce 8600M GT 256MB RAM Video Card with a fresh clean install and it ran very, very, slow. Even after a fresh clean install and updated and installed different Anti-Virus Software with each clean install and it is still very very slow as it takes a good 15 minutes or more to completely boot up and then when you click on anything, you have to wait sometimes over 30 seconds for the window to open. The only logical reason for this is that Microsoft over rated the specs for Windows 10. I have worked with all operating systems and this is the worst. Every other operating system works on this Dell.
