Why does my laptop get a longer DHCP lease time and different base IP address than my Android devices?

Basically my laptops are getting longer DHCP leases than my Android devices, and this matters because my mobile devices are discoonnecting every 1.5- 5 minutes. I noticed the  main IP addresses are different between my laptop and my android devices, and wondering if this may hae something to do with with the length of the lease.
Side Note: At one point, I had downloaded and app that actually completely alleviated my issue, but after replacing my phone, I cannot find/remember the correct app. :(
Please help me figure out how to either lengthen the lease to stop the disconnecting every 5 mins or less, or is there any other way you can offer advice to prevent my reconnection troubles? Thanks in advance.
Oh, I do not have direct access to the router/AP. Think hotspot. I also know there are many people in the same area that are possibly fighting for same connection, which is probably why I keep losing connection and the leas can't be renewed. I will say that the disconnect only last anywhere from 5-20 secs most times. And being that an app had fixed it at one point, I KNOW there has to be a workaround.
Then the only other thing I've considered is some type of repeater or extender, but don't know that that would help me in any way either.

    is your laptop and phone on the same network? or is the laptop connected to company network while the phone is like an open wifi?

    Assuming here main ip address meant, public ip address which is a dhcp and not a static, but this ip differs on laptop and android both, is there different vendors/ two different connections. Please back with more details.
