Why do I need OSI model and TCP/IP model? When should I use which?

I'm confused with these two networking model. I know that OSI is proposed by ISO and TCP/IP is developed by DoD. As far as I know, TCP/IP came about 10 years ago than OSI. Then why did OSI come, actually? I know very well about their layered combination or layer differences but I can't get their working differences. Please help, dear experts. :)

    Today why we use smartphone rather use a basic phone/ why use laptop rather than desktop (not for all). Most people why use C++/ java rather use C. Assuming this is based on home work and without knowing actual scenario not possible to provide good opinions.
