What’s Best CPU, Video, OS for VM operation

We want to build between 2 to 12 machines based on INTELx86_64 arch. We have expertise to build boxes but choice of best fit parts for VM operation. Would like to keep each box under 2500. Using XEN or VMWare or? Suggestions needed for the proper combo. Some military type gaming eval./testing will be done, so good graphics needed for end user eval. Guest OS: Linux & Win 7 & 8.x or Win 10? Suggestions.


Software/Hardware used:
SSD boot os drive, 2-4TB HDD, 16GB DRAM. CPU, MB, video card.

Windows 7 Virtual Box with MacBook Pro and at least 32 Mega Bytes of Video Memory using a 2Ghz Intel quad core is an optimal configuration. The video settings need to be at least this high because Mac products require more resources for dealing with graphics. Some professionals also suggest that there should only be one processor because multiple processors can lead to problems with the Virtual Box.
