We do a savsys once a week.  We are migrating to a new Power9 system and have been requested to do a save21 for the install.  Can a savsys be used?

Why would you do a SAVSYS weekly? It's unlikely needed more than once every six months or perhaps even annually. It's good to do SAVSYS after upgrades after all PTFs are applied, and it can be useful after a major cume package is installed. But it doesn't do any significant good to keep creating new copies every week.

SAVSYS essentially saves the operating system plus the QSYS library. All of the other libraries and all of the directory structures are ignored.

For an upgrade, a SAVE option 21 will save the entire system. That covers far more than a simple SAVSYS.

I agree with Raven the SAVSYS running weekly is overkill. You only really need to do it when the system changes it's OS or possibly if you are changing internal hardware.  The SAVE 21 will save everything, the system libraries, user libraries, Basically it's like a disaster recovery backup. You could take this backup and load to a different machine and continue business.
