Welcome to ITKE, aagumel! A packet tracer is a network simulation program, from Cisco, that allows users to experiment with network behavior (including simulation, visualization and collaboration).

Packet Tracer is a simulator software that simulate router, switch and
other networking equipment. Cisco devices are expensive. An average CCNA
lab would cost you more than 300$. Packet Tracer cuts this cost by
simulating all necessary equipment. Simulation based learning
environment helps students in getting hands-on practice on Cisco
devices.
