The =MACRO! portion starts a macro to retrieve data from an external sheet. The B40 is the cell id of data to retrieve. When entering this command in a cell, you will be prompted for the excel file. Then if there are multiple worksheets it will ask you to select this sheet. It then pulls the data from that cell into the current worksheet.

    B40 means, column is B and row no is 40. So what value you have written in B40, that you better know. Please read the chapter minutely and you can get answer easily.
