    This is a pretty broad reply. Basically, they are different levels/ layers of network concept. An ip is the purpose of logical addressing. While a tcp is a connection oriented protocol. It deals with packet of data that travels to its destination. You need to read some good books of basic networking, that can help to come out from your confusions.
