What do the quotation marks around the table name do in Oracle?

In Oracle, I need to know what exactly do the quotation marks around the table name do. I thought it was for some grouping marker but I was doing some debugging on a Hibernate code, I noticed this:
SELECT * FROM site WHERE site_id = 3;
That works fine but this code doesn't:
SELECT * FROM "site" WHERE site_id = 3;
It fails with a table / view doesn't exist error. What's behind this? Thanks!
