What are your limitations if those options are being rejected. Your tags point to nursery school.  Off the top of my head I cannot think of a foolproof method. Finger printing and facial recognition would be the most accurate as the child would have to be there. Any form of ID badge or RFID chip that can be scanned could record bogus data for you as the card could be used by others.

What was the purpose of the fingerprint/QR scanner? Who would it record and why?

Scanning QR code is more easy than fingerprint scanner. If this is your assignment, there are no real things at your hand. So, while scanning QR code, it will be necessary to scan a real QR code. If they can do provide, you can go for that.

As you asked for web system, if is recommended to reveal what software/ interface you want to use, like .NET or Java. If you are VB programmer, you can go for VB.NET while if you are from Java, you may consider for Java Web Development. However, if you know core Java/ C++, you can also consider for C#.
