The issues are:
Dial out from either line reports the # of line one.
The programming of the alarm fails after about 30 seconds. It shares a line with a fax machine.

VOICE TOPOGRAPHY
Voice originates with either Cbeyond VOIP IAD or ATT copper. One copper line goes to both our FXO Router and to a fax machine. The other line comes out of the Avaya phone switch as analog and goes to our router. The router is 100 BT full duplex into a Foundry switch. It goes from there through single mode fiber to the portable classrooms. There it goes into another Foundry switch to our second Cisco 1751V router. The router has two FXS ports that go directly to the alarm panel.
