Yes, you can. If I am not misunderstanding, you want to view Lotus mails in outlook! Here are the steps:
1. Open Outlook > Select Tools > E-mail Accounts
2. Click Add new e-mail account > Click Additional Server Types from E-mail Accounts”
3. Click Microsoft Office Outlook Connector for IBM Lotus ….from the pane tab, Additional Server Types in E-mail Accounts” window > Click Next
4. Click OK.
NOTES: The E-mail Account have added will not start until choose Exit & restart outlook
5. Enter name of Domino server under Server name or IP address in Outlook Connector for Domino Configuration and Click OK
Now again click OK to accept the default entries in the Offline Folder File Settings.
Click Yes, If it prompts for creating outlook.nst file.

Here’s the link if for more info.
Hope it may help you!

There is no 3rd party program that will open and read fully the contents of a Lotus Notes .NSF file type. Your best option is to use the 8.5.2 Notes client to open and read the archive file. Then use the new "Drag n Drop" export feature to convert the emails into .EML files which you can then import into a Microsoft .PST file.

If I'm not mistaken, the solution is for a live mail service but the question was about an offline archive store / backup. Is outlook usable for this?

Look the real answer is NO - from Outlook opening a NON Domino server based NSF - NO. Convert it to PST or use a Notes Client. The reason is that Notes uses things like ID's / ACL's/ Views / Tables / Data to allow access and sort the information. Outlook using a PST with about as much security and structure as a packet of crisps that have driven over. In truth the two applications are completely different and the data structures just as different. Most conversion tools use the Notes DLLs to open the data abd tge Outlook DLLs to write them to PST. Sort of like the DAMO client but for stand alone data. I hope this makes sense? apart from the crisps bit - I think that will only make sense to me.
