It sounds as if you want to use a given (or guessed or even random) IMEI to determine the current associated phone number, and then use the information to geolocate the physical phone.

If that's your job, you should already have access to everything needed. And if it's not your job, you don't need to be messing around with it.

There's no way to relate IMEIs with phone numbers, unless you have access to phone operators/carrier's data or have an application installed on the target phone, which can provide such information.

If you really want it to locate your lost phone, you don't need to retrieve the current phone number.  Your best bet is having an application installed on the phone (such apps are available in all major mobile platforms) that can track your phone and send you the lat, long coordinates.  Such apps can even erase all data stored in the phone, and lock it.

If you can learn enough about networking protocols and flaws that might exist in the phone's services or if you can manipulate the phone's user into doing it for you, you can probably get any compatible software installed.

Start by searching the internet for sites that teach about networking. There are hundreds of them at the least. Buy books about it. There are hundreds of those, too. Enroll in college level courses. In a couple years, you'll have enough background to go deeper. Then come back here and ask questions about elements that aren't clear.

Be aware that by then there might be enough changes that you might need to learn a couple areas in serious detail, but that's the way it goes. We're all stuck with that.

As already stated: If that's your job, you should already have access to everything needed. And if it's not your job, you don't need to be messing around with it.

This isn't a forum that attempts to teach potentially illegal and probably unethical methods. Read the FAQ. It's intended for IT professionals to help each other to resolve specific problems.

Post the specific issue that you have, and tell what business problem is involved. Otherwise we can only guess that this isn't for a legitimate purpose.

In that case, you already understand why we can't post such information in a public forum. Nigerian criminals would use it for criminal purposes. Also, since you're involved in police projects, you or your official police contacts can communicate with your local or regional phone service providers, and they can set you up with everything you need as soon as they can properly identify you.

Yeah we'v been doin exactly that, but you see sometimes a crime need prompt investigation and we run to the telecom network providers and we have to start goin through series of processes like first going to the court to get some letter of approval, judge  then signs and a whole lot of crap and then it takes time before they eventually help. So we want to find a means of bycutting all those processes. and thats by doin it ourselves please.
