USB ports stay powered up on laptop

I have a Dell laptop that's running Windows 10. Put when I power it down, the USB ports stay powered (don't power off). This never happened until I upgraded to Windows 10. Is this a BIOS issue?

    You can try this way to deactivate the selective suspension by opening control panel > power options > change settings scheme > change advanced power settings > USB settings & deactivate selective suspension.

    Sounds strange. How do you know they are still powered if the computer is off? Also is the computer on battery or plugged in? You may be able to tweak the power setting under the control panel options.

    Just be sure to turn it off. Maybe you're just pressing the power button and the computer goes into sleep.
