If i have a laptop with a usb 2.0 and i plugged in a a usb 3.0 hub would i be able to use. Things like a mouse or a capture card?

It may work depending on the device. The speed of the port is regulated by the physical computer port so plugging in a 3.0 hub may work but if your computers port is 2.0. that will be the best speed you will get from the hub.

    Basically USB 3.0 requires full backward compatibility while using USB 2.0. USB 3.0 is for high speed transfers data. A mouse is a slow device, it depends on its compatibility. As far as knowledge, sometimes it may work.
