    Without knowing the actual scenario, not possible to provide a good reply. Why desktop does not able to download, that laptop does. What type of update have you done? Is this Windows update? Don't delete any update tool, before taking all necessary backups. Please come back with more details.

    I have been getting the window's update on my desk top all year,because of windows insider program, but not on my laptop-My desktop has the update version 1607-os build-14393.10 installed for so time now,Aug-4- my laptop updated from 1511 to the 1607-build-14393.10, everything is great but on my downloads in file explorer there are two downloads that my desk top does not have---MediaCreationTool-andWindows10Upgrade28084- Everything has been installed on the laptop and is working great but it left those two items in the download and icons on the start up window. Do I need to leave those two items as is or can I remove them?

    Usually, you can safely remove what you want from the "Downloads" folder.

    As for the icons, specifically what icons are you referring to? Are there shortcuts to the same files you mentioned in the Downloads folder?

    Strange.

    You can most likely delete them without any consequence.

    Just in case, I would rename them and/or move them to some other place, to confirm that they are not needed by any application.  If after some days you don't notice any problem, then go ahead and delete them.

    If there is windows update, for information, you can open windows update and on right pane, click view update history, where you can find which one is succeeded / which one is fail / which one is cancel. It is recommended, take care specially, windows security related update. You can right click on a particular and again run update.
