Is the user profile of the object owner from the source system, on the target system? If not, I think the object owner reverts to QPGMR.
Normally objects restored to a system where there owner doesn’t exist are restored with QDFTOWN as the owner.
When the owner profile does not exist on the system, the user
profile of the system default owner (QDFTOWN) becomes the default
owner of any object being restored in the system.
