I want to create a browser like Tor but with a google search engine with my own design and to look cool and still be total anonymous to NSA. I know the tor browser is written in open source but is it possible to use the tor source code with the google search engine source code in Visual Basic 2008. Because I like visual basic 2008 and I wonder if those source code would work. Please help me. Thank you :)

Yes and no. All you'd really need to do is convert many thousands of lines of C/C++ to VB2008. I guess it depends on exactly how much you want to do in VB and how much you want to leave original.

It might be fastest to write a converter to do auto-conversion from C to VB.

I wouldn't expect it to work super well. I don't know how good the VB optimizer is. I think it's pretty certain it's not as good as a decent C compiler.
