    EPS is a proprietary concept, but publicly documented format. The format specification was originally published by Adobe. There is an open source implementation of a PostScript interpreter, named GhostScript. A number of software use it to handle PostScript files., starting with GhostView. Inkscape is a software equivalent to Adobe Illustrator that can use Ghostscript to open .eps files.

    What do you mean by modify it? If you do alter the format then apps/programs my not be able to open the file. Just changing the contents of the file itself should not be a problem. Another good program for EPS files is the freeware program GIMP.
