ISA and Firefox

Dear Sir. I have ISA 2004 and i create rule to deny users from access some websites but the Problem the Mozilla Firefox users can access all this sites , and I couldn't find a way to deny users from using firefox or to enforce firefox to use proxy server. Please tell me how to resolve this issue....
