Start menu showing wrong items in Windows Server 2008

We currently have three Windows Server 2008 Standard virtual servers on Hyper-V. We've noticed that one two of them that when you right click the Start menu, I get the standard selections (Open, Explore, etc.). On the other server, I can the menu on the taskbar (Toolbars, Task Manager, etc.). We can't figure out who or what changed it. How can we return it back to normal?
