SSRS Report Server security not working

SSRS Report server security group is set up right on folders with all rights. But we are getting an Windows account error that says a specific Windows account lacks rights to create a data source. What could cause this?

    Most likely, SRS Report server security group is not set up right on folders. But we can't see the full configuration setup, so we can't tell how it might need changing.

    The SSRS report group has all rights given to it, Browser, Content Manager, My Reports, Publisher, Report Builder on It's program folder, AND it's subfolder. It is NOT added to the SSRS HOME folder. We only have special system admin groups on it. Everybody else has proper access. Only this one group are not getting proper access. This is a test environment, where we are giving developers complete admin rights. The only level where they don't have admin rights, is the SSRS default HOME level.
