    SELECT max(salary)
    FROM emptable
    WHERE salary < (SELECT max(salary)
                    FROM emptable)

    Of course there is.

    Edwinjhoffer's solution will work, but it's too specific and not very efficient.

    Take a look at the Ranking Functions.

    They allow you to write more generic and efficient queries for this type of problem.
