    More info is needed as to what make and model phone and who is the carrier. You will need access to the phone to make the changes. If it continues to be an issue you may have to block the calls from that number by calling the landline provider or report as a harassing phone call.

    Are you using that cellphone by your own? Deactivate/disable is possible for Call forwarding, but it depends on model of cellphone. Different brand/models have different ways to make it. However you can try this, from the main screen, press Menu. Scroll to & select Settings. Locate & select Calls. Then scroll to & select Voice Call. Next select Call Forwarding. Select Forward Always. Press Options. Select Deactivate. Keep in mind this is a general procedure. It may vary model to model.
