Setting up UTF-8 support on our Linux server

My friend and I have been setting up a new Linux server over the past few weeks and we need to support UTF-8 in our web application. We've tried this several times before on other servers but it always goes back to ISO -8859-1. We already know that we need to configure Apache, MySQL and PHP but what else are we missing? Is there some sort of guidelines we can follow? Thank you!
