I have a CentOS 7 with Apache2 and a Drupal application with a MariaDB database. The application must be available for 2000 users and sometimes about 1800 users will be using it simultaneously. I was thinking about having two VM one for the application and one for it's database. If the users will only have a very basic use of the applications only read and download very few files. How much vCPU, RAM and disk space do you think I need? Thank you very much

Considering the last line, space/ ram etc. you can go for a minimum configuration. Though, today HDD is not available below than 500GB, but RAM you can get 1gb. it is better to ask a good vendor and take their quotation with detailed configuration. And you will get a good idea. Just few days ago my company also needs a server where Windows server 2012 to be installed, we ask some vendors, and tally their papers and took decisions. Yes. we did some survey also.
