Secure FTP Server

FTP Server
I'm looking for a very secure FTP server package that provides granular security features where users can only see the files that they have access to. The most important feature that I'm looking for is a file download limit so a user can only download an item a certain amount of times then it is no longer available to them to download. Logging and Active Directory interface is also important.
