SAP SD Division assignment

We have two divisions 10 and 20 in our system and I was hoping that using transaction vor1 and vor2 I could assign these so that master data is setup in one go referencing division 10.

However if I create a customer using division 10 or 20, SAP doesn't create the reference division at the same time.  Is there something obvious I am missing.

You must maintain the Setup Sales Area in IMG. Initial assignment is done in OVXG based on Division and Distribution channels. VOR1 and VOR2 are used to maintain common Distribution Channels.

When you create a customer you have to explicitly assign Distribution Channel and Division. You can then extend that same initial creation to additional  divisions
