Is there an add-on/software that can scan for same Email addresses across multiple distribution lists so that recipients do not receive a particular message several times over when bulk-sending?

Please give us the details of what mail system you are using. Suggested systems which handle this are Exchange and Lotus notes, but without knowing what you are using it is difficult to know if we have answered your question yet.

    That all depends on the email server that you use. For example Microsoft Exchange handles this by it self.
