How to run a batch file in another server when the production server is down

I have two Windows Server 2008, one it is the domain controller (Apex.local) (computer name= APEXSRV1), the other server it is a backup of the AD domain controller (the computer name=APEXSDC1 for the server backup AD ), from the domain(computer name apexsrv1). I'm running from the netlogon all the batch files for the users (that will map them to the shared folders), so what I want to accomplish is: If the main domain apexsrv1 does not work or it is down for a long time. What can I do to load the same batch file from the backup AD domain (computer name apexsdc1)? So users can login to the server apexscd1, so if this is possible, then, I don't need to go to each computer user and run a local mapping batch file pointing to the apexsdc1?, Of course, I have the same shared folders in this server as the one in APEXSRV1. What will be the best approach to make the backup server to run the batch files, defined on the server "APEXSRV1"?   Thanks a lot in advance.
