Restricting Email sending and receiving in Exchange 2003

I have a group created in AD which i need to restrict email sending and receiving. They must be able to send and receive emails to and from all other users within the orginazation. They must be able to send to and receive emails from our business partner but not from any other domain outside of the company. Any suggestions would be appreciated. Thank you

    Lotus Domino does a great job of restricting user e-mails based on group membership. Consider that as an option.
