Reduce CPU usage on Windows 10 desktop

I'm on Windows 10 Home (it's a 64-bit). Whenever I'm watching YouTube videos or gaming, the CPU is being maxed out. I looked and it's due to the system process. How can I reduce it?

If you CPU is maxed out you may want to shutdown some background apps that may be running. It’s hard to tell without know your full system specs, like RAM, virtual disk space, graphics card if integrated, Software running like an aftermarket AV and/or firewall application. Do you have notifications turned of for apps ? All of these will eat up your RAM and CPU if they are running constantly.

    It might be either hardware/software issue. Have you inserted/connected a new hardware? You can open msconfig and check what services are running in background. Hide all Microsoft services and if there is/ are services that is/are not necessary to run for this time, you can kill service(s) and check again. Also if there is update available for your system, try to update.
