Receiving ORA-01033 error message on Oracle 11g

I recently installed Oracle 11g on Windows 7 and everything has been working great. But now I keep getting this error message: ORA-01033: ORACLE initialization or shutdown in progress. I've tried to figure it out but I'm still getting the error. I tried connecting as "SQLplus sys/sys as sysdba" but it's giving me the following error.
SQL> recover database;
ORA-00283: recovery session canceled due to errors
ORA-01110: data file 9: 'C:APPMKHATALORADATAORCLVELODBDATA.DBF'
ORA-01157: cannot identify/lock data file 9 - see DBWR trace file
ORA-01110: data file 9: 'C:APPMKHATALORADATAORCLVELODBDATA.DBF'

    The datafile mentioned in the error messages could be corrupt (or even could have been moved).

    The first step would normally be checking the alert log, to see if there is something there that can help investigate the issue.
