What is the problem is there? Reboot means what? You cam simply reboot your system either by pressing power button which is located on CPU/cabinet/laptop's front side. Or through OS's own mechanism. What kind of system you have like PC/laptop/mobile/tab or other? Please back here with more details.
If there is any hardware malfunctioning, or if you added new hardware recently, detach it and try to reboot by pressing power button for some while and this can help to start your device again. Or if there is any virus related activities, you can check your system by a good anti virus like MWAV (free to use). But if you have any handheld devices like mobile/ tabs, then anti virus is not necessary for the same.

In Windows 7: click Start menu click on the triangle next to the shut down button and click on restart
XP: let's go to Start, select Shutdown Computer and click restart computer
P.S.
If you just turn off the computer you must wait at least 10 seconds before turning it back on
You should never force the shutdown because you can damage the computer or lose your data
