How to read an image file?

How can I interpret what the file format is, the width, height , etc...

    Probably this is an encrypted image file. You can get help from a 3rd party toll to read it.

    More context would be useful.

    If you've been given an image file, then the file has an extension and that extension tells you the format.

    I'm sure the situation is not that easy, but if you don't explain why, we will not have any idea, and thus, will probably not be able to offer any help.

    Probably it is JPEG File Interchange Format (JFIF). Starts with FF D8.
