Random ip addresses sending data to me in wireshark?

i need help,
on wireshark i randomly get udp packets from a public ip to my private ip then sometimes i get a syn from a random ip to my private ip even when all apps are closed and the ip sending syn to me are reported for abuse and i checked startup files and services and found no virus even sometimes windows defender says we scanned this many times and no viruses found, someone please tell me what is happening i also got a netbios request nbstat from a public ip reported abuse to my private ip, btw i have netbios disabled and port 137 blocked so yeah..
btw ports 1035 3074 and more i cant remember though.

    When was the last time you changed your network password? Is it always the same IP coming in? Are you sure these are not updates from apps or your OS that you have installed?

    If possible, download MWAV (free to use) and restart the system in Safe mode. Now after logging start MWAV for scanning & cleaning viruses (if any). When run the scan, select all drives with full scan option.
