Public Folders and Schedule + Free Busy

I have an Exchange 2003 server that has public folder, with calendars in them, that function fine. My problem is that when users, using Outlook 2003, try to schedule a meeting request they can't see the availability of the calendar in the public folder. It doesn't matter if they invite the calendar (which is used to reserve conference rooms) as an attendee or a resource. Also, if they start in the public calendar to schedule the meeting it doesn't get written to the calendar in their mailbox. I think the problem is with Schedule + Free Busy and the public folders, but I can't find any documentation to support this. The only documentation I can find referrs to replicating between two servers in different organizations. I'm only dealing with one server. Any thoughts or help will be greatly appreciated. I think microsoft would say that behaviour is by design,
ie you can either use the calendar on the public folder
or the calendar in your mailbox,

Also in E2K (not sure about E2K3) to use a calendar as a ‘resource’ it needs to be part of a mailbox, rather than a folder.

If there was a problem with you free busy folder then you wouldnt be able to see other users calendars, nothing to do with calendars on a P.Folder.

Another problem with creating appointments on a PFolder is you dont have built in reminders.

    We have used the same solution that JohnScott16 suggested. Set up the public calendar as a separate account and set it up to automatically accept meeting requests, the same way the meeting rooms are probably set up. The only difference would be to not set the Automatically decline conflicting requests option.

    You want to make sure that AutoProcessing is enabled, along with booking for all users within the room policy. This can be achieved by doing the following:

    Set-CalendarProcessing -Identity "Conference Room Name" -AutomateProcessing AutoAccept -AllBookInPolicy $true
