To disable web proxy go to Start > Settings > Control Panel > Internet Options > Connections tab > LAN Settings, and uncheck all boxes (proxy and auto detect).

    If there is Proxy, some valid reasons must be there. Proxy is for implement internet access control like authentication for Internet connection/ for data leak protection and so on. If it is an office environment, your sys admin/ network admin must know the issues. For betterment, Please ask him/ her for the same.

    If you're asking about someone else's we b site, you don't remove their proxys. If you're asking about proxys implemented by an employer in the employer's network, and you are not charged with the task of removing proxys, you don't remove them.
