Proximity check in through mobile

Is it possible for a software to recognize someone has come into proximity of a "sweetspot" and the software to pull up that persons information as soon as they come into proximity? For example: Someone walks into a bar, the bar is the "sweet spot". As soon as someone walks into the bar, the software can pull up the persons information (the person would be registered within the software)?

    Yes, it's possible. It's not clear if a significant number would ever want to set their phones up to allow it.

    I assume you are looking at something similar to detecting Wi-Fi connections available. As Raven mentioned, are these trigger devices, tablets, phones or what ever to be accessed without the owners permission? Almost sounds like a skimmer action.
