Check to see if the page size definition matches the actual form size on the printer would be my thing. Most likely it’s not in sync. If you do not print any range but the entire spool file, does it print correctly? Are the pages numbered correctly ? Check to see if any OVRPRTF was issued in the program and changed the output definition.

How many pages are in the spoolfile? If there are only 12 pages, that is all you will get. Did the printer run out of paper? Did the writer quit (I see this a lot) or the outq get put on hold mid-print.

Not sure what you mean by "I'm making changes in spoolfile". Are you using some tool to change the data in the spoolfile?  Are you change attributes of the spoolfile while it is actively writing? That might mess up what you are printing. If y

If the spool file set to print both sides .. your spool file might contain blank back pages .. so to the spooler it looks like 24 pages when you see pages 1-12 printed .. 29 might be a few more blank pages.  When you display the spool file you should see page numbers and line numbers displayed above the page .. it should be the same as what prints.

What is the spool file page size defined as? Is it smaller that the current form size in the printer? Like the other have mentioned it could be a number of things. Not knowing the spool file attributes and the printer configuration, we can only offer a few suggestions.
