Ping helps to inform, if the network hardware (Ethernet) is functioning on both computers/ the link between the two systems is unbroken and communicate naturally. A ping attack/ ping flood is a simple denial of service attack where the attacker overwhelms the victim with icmp echo request packets. This kind of job comes in many shapes and forms. Now which forms are you using that you know better.
If s/ he/ they is/ are still able to surf the internet while the ping attack is happening, then the attack is really having no effect. Might be the firewall(s) too sensitive/ strong that filter this type of flood.
