Can a phone be hacked and controlled from a remote location? Like from a laptop? Can you hack it and send and receive text from that phone but not be on it and not actually have it or access to it?

"...send and receive text from that phone" and "not... access to it" are essentially contradictory. In order to send/receive "from that phone", you necessarily must "access" it even if you don't "have" it.

That's what I'm asking? Can you access it with not actually physically having it in your possession. I don't know much about computers, etc so forgive me lack of knowledge and understanding.

It may be possible to look like that if your phone has been cloned..

As you asked 'controlled like laptop', this is not so easy, while this leads a very tedious process / expensive. Hackers intends to hack this type of phone's information, like debit / credit card no, mail ID / password to know secrets if they think, it proves valuable and more benefited for them. If any one takes phone remotely and control like that, there must be a notification send by the system/ OS. Generally, today's almost all OS has built-in security that can be hacked next to impossible, if you are aware and have knowledge what you are going to do. However, you can secure your mobile with more complex password(s).

There is a web site that will allow you to spoof a text message to make it look like someone else sent it. This could be your case You just download the app (Google Play, Apps Store, Amazon and other have it) and you get to ruin peoples lives. When will this stuff stop. There is no legal method for shutting them down so they keep popping up.
