Persistent Malware on Linux-based OS

I've deleted and re-installed my Linux Based OS dozens of times. My hacker has mocked me by making comments about my online and offline use. My desktop screen use is recorded. VPN is useless. My hacker has downloaded confidential financial files from my computer and attempted to commandere my bank accounts. Keylogger also used. Somehow, offline non-wifi use is also recorded. What type of malware is being used? What are the best safeguards and methods to block such software from Ubuntu/Linux Mint type Operating Systems

Hard to tell without examining the environment, but I would recommend this:

-Using another (non-compromised) machine, change all your passwords.
-Review your network security and if possible add filters to only allow specific devices to connect.
-Format the machine and reinstall the OS.
    -Read about social engineering.
