Open Windows Phone files without .TNL file attached to it

I recorded a video on Windows phone but it does not have .TNL file attached to it. I could not open it neither on my phone or on computer. Is there anything that can be done to save this video or is there any option to open it?

After starting a number of CA sessions, and then closing all the windows, the pcscm.exe and pcsws.exe processes in Windows XP does not end. Before I can start a new CA session, I must end these processes. How come these processes do not end after closing all CA sessions.
