I have Cycle Program with embedded SQL that updates table using display file. What do I have to do to create a module, so it will be compiled to *PGM object?

I want to give a DBA access to a user say "dbauser" but it should act as a DBA only for specified users say user1, user2, user3 not for other users in the DB. And there is other user named "otheruser1" the "dbauser" should not have a DBA access for "otheruser1" user.
